Pool Eligibility & Rules
The governing rules of play are detailed in the 2010-2011 VNEA Rules Booklet and will be strictly adhered to along with the following:
Age Requirement
- All players must be of legal drinking age to play in the licensed establishment where the qualifying league is played and are at least 18 years of age.
Cue Specifications:
- Width of Tip: Not to exceed 15 mm.
- Length of Cue: 40 inches min.
Player and Team Eligibility
- All Teams: All team players must be currently paid VNEA sanctioned Players to participate in team events. Players must have their membership numbers entered on team registration form so that these numbers can be checked with the VNEA Headquarters for validity. Players must be able to show an up-to-date sanction card and picture I.D. for positive identification and prize money disbursement.
- Regular Open Teams: A Regular Open Team shall be comprised of at least 2 original players (Men or Women) from the League team. The 3rd and/or 4th player (Man or Woman) may come from any team within the Charterholder’s League System. Three Players must have played a minimum of 12 league nights and the fourth Player must have played a minimum of 8 League nights. NO INTERMEDIATE OR MASTER PLAYERS
- Regular Women’s Team: A Regular Women’s Team may be comprised of any 3 women from a Charterholder’s League system. Two players must have played a minimum of 12 League nights, and the third player must have played a minimum of 8 league nights. NO INTERMEDIATE OR MASTER PLAYERS
- Intermediate/Masters Team (Open & Women’s): Teams may be comprised of any players from within a Charterholder’s League System as long as Open teams have 3 of 4 players meeting the 12 League night requirement and Women teams have 2 of 3 meeting the 12 League night requirement. A Player does not have to be listed as an Intermediate or Master Player to compete in this Event.
- Qualifying Play: All qualifying play must have taken place between September 1 of the previous year and the deadline for entries for the current year. Competition in the previous years ILTPDA Team Tournament shall not count as eligible nights of League play.
- Substitutes: Where applicable, teams may carry only one player on their roster with between 8 and 12 league nights of play, including substitutes.
- Singles Events: Players must have 8 league night play required to be eligible to compete in the Singles events. ONLY VNEA Members are eligible to compete in the Singles events. VNEA members must show valid paid membership card to be eligible for VNEA member entry fee rate.
- New League Exemption: New Leagues as determined by the Tournament Committee shall not have to adhere to the minimum league night requirement for team eligibility at ILTPDA events. This does not apply to other sanctioned VNEA events. Typically this exemption applies to new VNEA Charterholders whose Charters were obtained within the last 12 months prior to the ILTPDA event. This exemption can also apply to new leagues from existing Charterholders where the Charterholder can show that no VNEA league existed in the geographic area of the new league. The Tournament Director reserves the right to place such teams in the Intermediate/Masters Division at his discretion to maintain fairness in the Regular Divisions.
8-Ball Team Format
- Match Formats: A 12 - 20 game Round Robin format (based on the number of team entries) will be used in the matches of the Open 8-Ball team events. The 9 game round robin format will be used in the matches of the Women’s 8-Ball team events. Each player will play each player from the opposing team once (assuming a full Round Robin is used).
- Regular Open Teams: Teams will be placed in divisions on Saturday based on a combination of geographic and blind draw factors. Teams will compete in a Round Robin by team format on Saturday within their respective divisions with the top 2 teams earning the most points within their respective division advancing to Sunday’s Finals.
- Regular Women’s Teams: Teams may be placed in divisions on Saturday based on the number of team entries. Teams will compete in a Round Robin by team format on Saturday within their respective divisions with the top teams (to be determined) earning the most points at the end of the Division Round Robin advancing to Sunday’s Finals.
- Wild Card: In some cases, depending on the number of team entries and the actual number of divisions, there may be ‘Wild Card’ spots available to other teams from their respective divisions. The Tournament Director shall have sole discretion to decide if ‘Wild Card’ spots are to be used and if they are determined from Divisional Round Robin results or if a separate form of play-off will be used and what type of play-off will be used if any.
- Regular Team Finals (Open & Women’s): Teams advancing to Sunday’s Finals Competition will play in a Double Elimination Format. Chart seeding will be determined from points earned in Saturday’s Competition.
- Intermediate/Masters Teams (Open & Women’s): Teams will compete in a Round Robin format on Sunday. Team Standings will be based upon results of the Round Robin Competition.
- Tiebreaker: If there is a tie in the total points, the number of games won shall be the tiebreaker to determine the winner. If teams are still tied, the teams will play the last round in which they competed against each other, over, as it stands on the scoresheet, using the same players that previously competed, until a winner is decided. Flip for the first break and alternate thereafter.
Substitution Rule
A team may substitute players during a match if the following criteria are met:
- The opposing team captain must be notified before the start of the round in which the substitution is being made.
- A substitute player will not be allowed to play any opposing player more than once. Once a player has played, he/she must keep that same position unless removed for a round and reinstated in a later round.
Determining the Break
- Team captains will flip a coin prior to making the line-up. The winner of the coin toss has a choice of being home or visiting team. The home team will complete their line-up first each round. The teams will then break in accordance with the scoresheet.
8-Ball On the Break
- If the 8-Ball is pocketed on the break, the breaker may ask for a re-rack or have the 8-Ball spotted and continue shooting.
- If the breaker scratches while pocketing the 8-Ball on the break, the opposing player has the option of a re-rack or having the 8-Ball spotted before beginning to shoot.
- Request a referee to retrieve the 8-Ball.
Call Pocket
- In Call Pocket, obvious balls and pockets do not have to be indicated. It is the opponent’s right to ask which ball and pocket if he is unsure of the shot.
- Banks and combinations are not considered obvious and both the object ball and pocket must be called.
- When calling the shot, it is NEVER necessary to indicate details such as the number of cushions, banks, kisses, caroms, etc.
- Any balls pocketed on a foul remain pocketed, regardless of whether they belong to the shooter or the opponent.
- If a shooter continually refuses to inform his opponent, even when asked, the captains or tournament officials should be informed. Continuous failure to verbally call the pocket can be ruled unsportsmanlike conduct.
Calling the 8-Ball - Disc Placement
Calling of the 8-Ball must be by the disc method in the following manner:
- The disc must be completely within the first two diamonds on either side of the intended pocket. (A Referee will make a ruling if the disc position is protested)
- It is not necessary to move or touch the disc if it is already at the intended pocket. If a player shoots at the 8-Ball and commits a legal shot and the 8-Ball is not pocketed, the game continues.
Safeties
- A Safety can be played within the definition of a legal shot.
Start of Match
- All matches will start at there posted time if the assigned table is available.
- If a player/players is absent, the match must still begin and the absent player/players will have until the end of that round to show up.
- If they are not there by the end of the round, the absent person/persons will lose that game 10-0. This rule is the same for all the rounds.
Forfeits
- Team: If no team members are available within 15 minutes after their posted match time, the team will be forfeited. Tournament Committee will decide forfeits. However, in the event that enough team members, but less than the full team, are available when the match is called, then those present must begin shooting.
- Singles: Players are responsible to be at their table at their posted or announced match time. Absent players will receive one recall before being forfeited. If the table is not available, you must report to the control desk.
Protest Procedure
- In the event a person or team wishes to protest a player’s or a team’s eligibility, the protesting team or person will be required to deposit $100 with tournament officials. If protesters are correct in their protest, they will be refunded their deposit and the tournament officials will take proper measures in dealing with the situation. If protesters are incorrect in their protest, they will forfeit their deposit. Deposits will go into the general funds of the ILTPDA.
